Governance and Acccountability for Smaller Authorities in England - March 2017

Governance and Accountability for Smaller Authorities in England - a Practitioners' Guide to Proper Practices to be applied in the preparation of statutory annual accounts and governance statements - March 2017.

On 27 February 2017, Joint Practitioners Advisory Group (JPAG) approved some modest amendments to the wording of Governance and Accountability. The content is not greatly changed, but a minor error affecting parish meetings has been corrected and some of the explanations in part five have been made clearer.

The 2017 edition of the guide applies to the statutory reporting of the financial year 2017/18. However, JPAG has authorised the early adoption of the guide for 2016/17 on a voluntary basis. The decision whether to do so will rest with individual smaller authorities.

HR factsheet July 2017: survive summer without an employment tribunal

Councils need to be aware that whilst asking staff to be flexible and cover for absent colleagues, they need to ensure that requests to work extra hours don't result in breaches of the Working Time Regulations 1998, which could result in claims at the Employment Tribunal for breach of statutory rights.

HR factsheet May 2017 - Employee Conduct Problems outside Work

For many Councils the conduct of staff outside of work is a grey area, and one which they are unsure about in terms of the
need for management to be involved. Most Councils take the view that once an Employee is off the premises, they are no longer accountable to the management. However, this premise has long been challenged and recently came into the spotlight in the case of NHS Doctor, David Arundel of the Diana Princess of Wales Hospital in Grimsby, who assaulted a colleague during an out of hour's social event.

LAIS - Housing - CPRE Report and Spending Review

LAIS - Housing – CPRE Report and Spending Review

What is in this for local councils?

This LAIS will be of interest to local councils concerned about the impact of Government's housing strategy, insufficient levels of affordable housing, problems integrating sizeable developments with sufficient infrastructure and the sustainability of their community for future generations.

A new report has been published by the Campaign for Rural England (CPRE) pointedly called Set up to fail: why housing targets based on flawed numbers threaten our countryside. This comes days before Government's Spending Review and Autumn Statement 2015 which contained important announcements on housing, reference to which is also included within this LAIS.
